Hotel Fit-Out Cost per Key in Riyadh: 2026 Guide by Star Rating (FF&E, OS&E, Public Areas)

October 6, 2026 By Dar Anan Experts

Hotel fit-out cost per key in Riyadh is the figure owners, operators, and lenders use to test whether a hotel concept works. It converts a complex mix of guestroom finishes, public area design, furniture, and operating supplies into a single number that can be compared against brand standards and room rates. The difficulty is that "per key" figures are quoted on different bases — with or without public areas, with or without FF&E — and mixing them is how hotel budgets go wrong. This guide separates each component using 2026 Riyadh market ranges.

The figures reflect current Riyadh tender pricing, published regional FF&E benchmarks, and the cost structures we use when scoping hospitality fit-out in Riyadh. All figures are in Saudi Riyals (SAR) and are indicative only: brand standards, room size, and the public area programme change the answer, and a site-specific quotation is required before you commit to a budget. For full development costs including structure and MEP plant, see our hotel construction cost guide for Riyadh.

What "Fit-Out per Key" Includes

A hotel fit-out budget has four layers. Keep them separate in every budget and every tender.

  • Guestroom fit-out — bathroom finishes and sanitaryware, bedroom flooring, ceilings and wall finishes, fixed joinery (wardrobe, headboard wall, minibar unit), entrance door with electronic lock, and guestroom MEP second fix (fan coil unit, controls, sockets).
  • Public area fit-out — lobby, reception, restaurants, meeting rooms, ballroom, fitness, pool and spa, and back-of-house. This is expressed per key by dividing the total public area cost by the number of rooms.
  • FF&E (furniture, fixtures and equipment) — loose furniture, lighting lamps, curtains and blinds, carpets and rugs, artwork, mirrors, televisions, and kitchen and laundry equipment.
  • OS&E (operating supplies and equipment) — linen, towels, uniforms, crockery, glassware, cutlery, guest amenities, housekeeping trolleys, and back-office equipment. OS&E is the operator's opening inventory, not construction.

The practical test: if it is fixed to the building, it is fit-out; if it can be moved and has a useful life of several years, it is FF&E; if it is consumed or replaced frequently in operation, it is OS&E.

Hotel Fit-Out Cost per Key by Star Rating (2026 Riyadh Market Ranges)

The table below shows fit-out costs per key for a hotel built to shell-and-core with central MEP plant in place. It excludes structure, façade, central plant, land, and pre-opening costs. The ranges are consistent with our hotel construction cost by star rating guide.

Category Guestroom Fit-Out (per key) Public Area Fit-Out (per key) FF&E (per key) Total Fit-Out + FF&E (per key)
3-star / limited service SAR 65,000 – 110,000 SAR 25,000 – 55,000 SAR 35,000 – 80,000 SAR 125,000 – 245,000
4-star / full service SAR 120,000 – 200,000 SAR 80,000 – 160,000 SAR 80,000 – 180,000 SAR 280,000 – 540,000
5-star / upper upscale SAR 200,000 – 380,000 SAR 150,000 – 350,000 SAR 180,000 – 380,000 SAR 530,000 – 1,110,000
Luxury / ultra-luxury SAR 380,000 – 650,000 SAR 350,000 – 700,000 SAR 380,000 – 800,000+ SAR 1,110,000 – 2,150,000+

The public area share rises steeply with star rating. A 3-star hotel may have a lobby, a breakfast room, and one meeting room. A 5-star hotel adds an all-day dining restaurant, a speciality restaurant, a ballroom, a spa, and a pool, all spread across the room count. Fewer keys with the same public area programme means a higher cost per key.

For context, a regional FF&E demand study covering Middle East and Africa hotel pipelines put average FF&E spend at roughly USD 37,000 per key (about SAR 139,000), weighted heavily towards 4-star and 5-star projects. That sits within the 4-star range above.

OS&E per Key

Category OS&E per Key (SAR)
3-star / limited service SAR 8,000 – 15,000
4-star / full service SAR 15,000 – 25,000
5-star / upper upscale SAR 25,000 – 35,000
Luxury SAR 35,000 – 60,000+

OS&E is usually procured by the operator or a purchasing agent, but the owner pays for it. Include it in the development budget even though it does not appear in the fit-out contract.

Guestroom Fit-Out: Where the Money Goes

Guestrooms are repeated, so small specification decisions multiply. A SAR 2,000 change to a bathroom vanity becomes SAR 300,000 across 150 keys.

Guestroom Element Cost per Key (SAR)
Bathroom (tiling or stone, sanitaryware, vanity, shower glass) SAR 25,000 – 85,000
Bedroom finishes (flooring, ceiling, wall finishes) SAR 15,000 – 55,000
Fixed joinery (wardrobe, headboard wall, minibar unit) SAR 20,000 – 80,000
Guestroom MEP second fix (FCU, controls, sockets) SAR 18,000 – 45,000
Acoustic-rated entrance door with electronic lock SAR 6,000 – 18,000

The bathroom is usually the largest line. Natural stone, frameless shower enclosures, and separate WC compartments push 5-star bathrooms to the top of the range. For the technical standards guestrooms must meet, read our guide to hotel fit-out requirements in Riyadh.

Public Area Fit-Out Rates per sqm

Public Area SAR per sqm
Lobby and reception SAR 4,500 – 12,000
Restaurant / all-day dining (excluding kitchen equipment) SAR 5,000 – 14,000
Meeting rooms and ballroom SAR 4,000 – 9,000
Fitness centre SAR 3,500 – 8,000
Indoor pool and spa SAR 6,000 – 18,000
Back-of-house corridors and staff areas SAR 1,500 – 3,000

How Room Size Changes Cost per Key

Per-key figures assume a typical room size for each category: around 24–28 sqm for 3-star, 30–36 sqm for 4-star, and 40–55 sqm for 5-star, with luxury suites far larger. A hotel with generous rooms for its category will sit at the top of the range, because every extra square metre adds flooring, ceiling, wall finish, HVAC, and larger furniture. Suites matter too: a 5-star hotel where 15% of keys are suites can carry a guestroom fit-out cost per key 20–30% higher than one with a standard-room-heavy mix. When comparing budgets, check the gross area per key and the suite ratio before comparing the headline number.

Riyadh-specific requirements also add cost relative to some international benchmarks: Qibla indication in every room, separate prayer facilities, majlis-style seating in public areas, and higher cooling loads in guestrooms with large glazed areas. These are modest individually but should be in the brief from the start.

Worked Example: A 150-Key 4-Star Hotel in Riyadh

Consider a 150-key full-service hotel in Riyadh, built to shell-and-core with central plant installed, with average rooms of 32 sqm, an all-day dining restaurant, a lobby lounge, four meeting rooms, a fitness centre, and an outdoor pool.

Cost Element Indicative Cost (SAR) Per Key (SAR)
Guestroom fit-out (150 × SAR 160,000) SAR 24,000,000 SAR 160,000
Public area fit-out SAR 18,000,000 SAR 120,000
FF&E SAR 19,500,000 SAR 130,000
OS&E SAR 3,000,000 SAR 20,000
Interior design, brand technical review, approvals SAR 3,500,000 SAR 23,333
Contingency (12%) SAR 8,160,000 SAR 54,400
Total fit-out budget SAR 76,160,000 about SAR 508,000

Fit-out construction alone (guestrooms and public areas) comes to SAR 280,000 per key. FF&E and OS&E add a further SAR 150,000 per key — more than half again — which is why budgets that quote "fit-out per key" without stating what is included are unreliable. A 12% contingency reflects current Riyadh market conditions, where hospitality demand driven by Vision 2030 continues to put pressure on specialist trades and imported materials.

Timeline

Hotel fit-out starts with a mock-up room: a full-scale, fully finished guestroom built for brand and owner approval. Allow 8–12 weeks to build and approve it before guestroom production begins. For a 150-key hotel, guestroom and public area fit-out typically takes 12–18 months on site. Imported FF&E often has 16–24 week lead times, so it must be ordered from approved mock-up drawings, not from final site dimensions. Ordering late is one of the most common causes of delayed hotel openings in Riyadh.

Hidden Costs

  • Brand technical services fees. International operators charge for design review and technical services, usually outside the fit-out contract.
  • Mock-up room rework. Changes after the mock-up are cheap; changes after production starts are not.
  • Kitchen and laundry equipment. Sometimes placed in FF&E, sometimes in construction, sometimes forgotten. Confirm which package carries it.
  • Acoustic upgrades. Brand acoustic tests that fail after installation are expensive to correct.
  • Freight, duty, and conformity. Imported FF&E attracts shipping, customs duty, and SASO conformity costs that are often missing from supplier quotations.
  • Pre-opening cleaning and snagging across every room before handover to the operator.

For existing hotels, refurbishment per key follows different rules. Our hotel renovation cost guide covers soft and hard refurbishment budgets.

Frequently Asked Questions

What is the hotel fit-out cost per key in Riyadh?

In 2026, guestroom and public area fit-out plus FF&E typically costs SAR 125,000–245,000 per key for a 3-star hotel, SAR 280,000–540,000 for 4-star, SAR 530,000–1,110,000 for 5-star, and SAR 1,110,000–2,150,000 or more for luxury. OS&E is additional.

What is the difference between FF&E and OS&E?

FF&E covers movable furniture, lighting, soft furnishings, and equipment with a multi-year life. OS&E covers operating supplies such as linen, uniforms, crockery, and guest amenities that are consumed or replaced frequently.

Why do public areas cost so much per key?

Lobbies, restaurants, and spas cost SAR 4,500–18,000 per sqm and are shared across all rooms. Full-service and 5-star hotels have far larger public area programmes, so the cost spread across each key is much higher.

Does fit-out per key include the building structure?

No. Structure, façade, and central MEP plant are part of construction cost. For total development costs per key, see our hotel construction cost guides.

How long does a hotel fit-out take?

For a 150-key hotel, allow 8–12 weeks for the mock-up room and 12–18 months for guestroom and public area fit-out, with FF&E ordered early to meet installation dates.
